According to the City of Edmonton, winter ends on the spring equinox and that
is when they run out of snow-ploughing funds. Thereupon the happy and
thankful citizens go out to the patio to celebrate the end of winter
and to enjoy the balmy spring weather with neighbors they hadn't seen in
a while.
